The special law enforcement inspection after the discharge permit is mainly carried out from two aspects:
One is to check whether it is licensed to discharge. If an enterprise fails to obtain a new version of the emission permit on time and continues production, it shall be regarded as discharging without a license, and shall be ordered to stop discharging according to law and be punished.
The second is to check whether the discharge is according to the license. Focus on checking whether the pollutant emission concentration of the certified enterprise meets the standard requirements, whether the pollution prevention and control facilities (including waste water, waste gas, solid waste (hazardous waste) collection and disposal facilities, and online monitoring facilities, etc.) are in operation, whether the operation ledger is complete, whether the self-monitoring plan is developed, and whether the rectification matters committed by the enterprise are completed on time.
Relevant regulations: "Provisions on the Administration of Registration of the Scope of Business of Enterprises" Article 5 The applicant shall, in accordance with laws, administrative regulations and decisions of The State Council, submit an application to the examination and approval authority, and after approval, apply to the enterprise registration authority for registration with the approval documents and certificates. Where the examining and approving authority has restrictions on the term of operation of a licensed business item, the registration authority shall register the term of operation, and the enterprise shall engage in operations within the term of operation approved by the examining and approving authority. To apply for a general business project, the applicant shall, with reference to the Classification of Trades of the National Economy and relevant provisions, independently choose one or more business categories and directly apply for registration with the enterprise registration authority according to law.
