Answer: According to the Environmental Impact Assessment Law of the People's Republic of China and The Classified Management List of Environmental Impact Assessment of Construction Projects, it is required to submit:
(1) Application for approval of environmental impact assessment documents of construction projects;
(2) Text version and electronic version of eia documents for construction projects;
(3) Explanation of public participation in environmental impact assessment of construction projects (provided for reporting projects, including listening to public opinions and consulting experts);
(4) For industries with excess capacity, it is necessary to submit the approval or record approval documents of relevant departments for construction projects;
(5) A description of whether there are illegal acts in eia;
(6) If it is not handled by a legal person, a power of attorney for administrative licensing is required. Applications for eia documents will not be accepted for illegal eia projects that fail to implement administrative penalties or make corrections according to the punishment requirements. For projects with high energy consumption and high pollution in key river basins and regions, we will put an end to "getting on the train first and paying for tickets later".
