According to the Environmental Impact Assessment Law of the people's Republic of China and the classified management directory of environmental impact assessment of construction projects, the following documents shall be submitted:
(1) Application for approval of environmental impact assessment documents of construction projects;
(2) Text version and electronic version of environmental impact assessment documents of construction projects;
(3) Description of public participation in environmental impact assessment of construction projects (report type projects, including listening to public opinions and consulting experts);
(4) For industries with excess capacity, it is necessary to submit the approval or filing approval documents of relevant departments for the establishment of construction projects;
(5) Description of whether there is any illegal act of environmental impact assessment;
(6) If it is handled by an unincorporated person, the power of attorney for administrative license shall be provided. For the illegal EIA projects that fail to implement administrative punishment according to law and make rectification in place according to the punishment requirements, the application for EIA documents will not be accepted. For high energy consumption and high pollution projects in key watersheds and regions, we will resolutely put an end to "getting on the bus before making up tickets". In accordance with the relevant provisions of the announcement on the follow-up work requirements for the cancellation of the administrative license for environmental impact assessment of construction projects (Provisional) issued by the Ministry of ecology and environment, the construction unit may entrust a technical unit (third-party company) to prepare an environmental impact report (form) for it; If the construction unit has the corresponding technical capacity, it can also prepare the environmental impact report (table) by itself. The compilation unit shall be an independent legal person and have a unified social credit code; The technical unit entrusted to prepare the environmental impact statement (form) for the construction unit shall temporarily be an enterprise legal person registered according to law or an institution legal person in the nuclear industry, aviation and aerospace industry.
